I'm looking for a confirmation of when exactly was the 1941 draft reinstated?

Answer

The 1941 reinstatement is known as Revision of the Draft System, which was adopted in June, 1941 (Patch, B. W. (1941). Revision of the draft system. Editorial research reports 1941 (Vol. I). Washington, DC: CQ Press. Retrieved from
http://library.cqpress.com/cqresearcher). The revision happened six months after adopting the law of Selective Traning and Service Act of 1940 (STSA). The revision extended the draft to 18 months instead to the original provision of the duration of the emergency. The context of the Revision of the Draft System is provided in the CQ Electronic Library and one of the best monographs titled, The Draft, 1940-1973 by George Q. Flynn (the libray's call number is UB 343. F59 1993, see Chapter 2, pgs.50-53). Note: The Revision of the Draft System passed 203-203 in the House and 45-30 in the Senate.
